The County has created a centralized listing of permits and development applications to assist the public in accessing these services. The various permits and applications are categorized in the groups listed below. Pages will be updated frequently as more information and links are added.

Board of Code Appeals Application (BCA)
The Board of Code Appeals Application is required when requesting an appeal from decisions made by the County related to the Building Code, Plumbing Code, Electrical Code, and Housing Code, and from any order made by the Fire Chief in the administration of applicable State law. Issuing agency is Public Works, Development Services Administration Division (DSA).

A building permit is required for the construction, alteration, moving, demolition, repair, and use of any building or structure within the county. Issuing agency is Public Works, Development Services Administration Division (DSA).
Certificate of Occupancy Permit
A Certificate of Occupancy is required for buildings and structures that meet the definition indicated in the Maui County Code, Title 16.26.109. Issuing agency is Public Works, Development Services Administration Division (DSA).
Certificate of Occupancy Permit
Driveway Permit
A Driveway permit is required to construct, reconstruct, remove or repair any driveway on a County roadway. Issuing agency is Public Works, Development Services Administration Division (DSA).
Electrical Permit
Electrical Permits are required for new Electrical installations to allow the County to regulate the qualifications of installers, check the proposed plans and to inspect the electrical installations to ensure they are done safely and in compliance with National and local codes. These requirements help to reduce the hazards to persons and property from faulty electrical work. Issuing agency is Development Services Administration Division (DSA).
Fire Protection Permit
The Fire Protection Permit is required to install fire sprinklers, water mains for fire protection, fire hydrants and fire alarms.
Grading & Grubbing Permits
A Grading Permit is required for excavation of fill, or for the temporary storage of soil, sand, gravel, rock, or any similar material. A Grubbing Permit is required for any act by which vegetation, including trees, timber, shrubbery and plants, is uprooted and removed from the surface of the ground. Certain exemptions may apply. Issuing agency is Public Works, Development Services Administration Division (DSA).
Moving Permit
A Moving Permit is required for vehicles traveling on public roads whose dimensions or weights, including loads, or both exceed the limits set by state statutes. Issuing agency is Public Works, Development Services Administration Division (DSA).
Perform Work on County Highway Permit
A permit to perform work on County highways is required when a County roadway will be dug up, undermined, broken up, or disturbed in any way. Issuing agency is Public Works, Development Services Administration Division (DSA).

Plumbing Permit
The purpose of obtaining a plumbing permit is to provide minimum requirements and standards for the protection of the public health, safety, and welfare. Plumbing permits are required for new and retrofit plumbing installations to allow the County to regulate the qualifications of installers, check the proposed plans and to inspect the plumbing installations to ensure they are in compliance with the Uniform Plumbing Code (UPC) as amended and local municipal codes.
Subdivision Applications
Any person desiring to subdivide or consolidate land shall submit plans and documents for approval. Issuing agency is Public Works, Development Services Administration Division (DSA).
Temporary Structure Permit
The purpose of this permit is to approve any temporary structure larger than 700 square feet in size. Issuing agency is the Maui Fire Prevention Bureau.

Board of Code Appeals Application (BCA)
Purpose:

Building Permit
Purpose:
A building permit is required for the construction, alteration, moving, demolition, repair, and use of any building or structure within the county.
How To Apply:
Complete the Building permit application and submit it to the Development Services Administration, Building Permit Office.
Approving Agencies:
Depending on the scope of the permit and the location of the subject property, several approving agencies may need to review the application prior to final approval. These approving agencies may include:

Duration of Approval:
Every permit issued by the building official under the provisions of this code shall expire by limitation and become null and void if the building or work authorized by such permit is not commenced within 180 calendar days from the issuance date of such permit, or if the building or work authorized by such permit is suspended or abandoned at any time after the work is commenced for a period of 180 calendar days.
Fees:
Fees for non-business licenses and permits are defined in the Maui County Code, Chapter 16.26.107Please refer to the FY 2009 Fee Schedule for details.
Set of Plans Required:
Eight (8) sets of plans drawn to scale to include, but not limited to site plan, floor plan, foundation plan, roof framing plan, cross/wall section, and elevations. View the Residential Checklist for more information about plan submission.

Certificate of Occupancy Permit
Purpose:
A Certificate of Occupancy is required for buildings and structures that meet the definition indicated in Maui County Code, Title 16.26.109.
How To Apply:
Complete the Certificate of Occupancy Application and provide all information indicated in the Checklist. Submit documents to the Development Services Administration, Building Permit office.
Approving Request:
Before faxing a request for approval, please check application status online or call the Building Permit office at (808)270-7250. The permit type is “CO”. It is the responsibility of the applicant to follow up with agencies that have not approved the application. Approving agencies may include:

The issuance fee for a Certificate of Occupancy is $50, effective July 1, 2008. Checks should be made payable to County of Maui.

Driveway Permit
Purpose:
A Driveway permit is required to construct, reconstruct, remove or repair any driveway on a County roadway.
How To Apply:
Complete the Driveway Permit Application and submit it to the Public Works, Development Services Administration Division along with construction plans.
Approving Agencies:
Department of Public Works, Development Services Division
Processing Time:
One week for standard applications. One to two months for applications requiring the processing of Hold Harmless Agreement for inadequate sight distance.
Duration of Approval:
Sixty (60) days or as long as associated building permit is valid.
Fees:
The filing fee is $30 for residential driveways and $60 for commerical driveways.

Electrical Permit
Purpose:
Electrical permits are required for new Electrical installations to allow the County to regulate the qualifications of installers, check the proposed plans and to inspect the electrical installations to ensure they are done safely and in compliance with National and local codes. These requirements help to reduce the hazards to persons and property from faulty electrical work.
How To Apply:
Electrical Permits are generally issued only to State of Hawaii Licensed Electrical Contractors for work within the scope of their license classifications
Electrical Permit Applications can be obtained from the Department of Public Works, Development Services Administration, Electrical Permit & Inspection Office.
Approving Agencies:
The Department of Public Works is authorized to issue an electrical permit.
Processing Time:
Permit processing time can vary depending on the scope of the project. A simple dwelling permit application typically takes 1 day assuming the application is complete and accurate. A more complex project like resort building or shopping center complex can take 1 to 2 months.
Duration of Approval:
An electrical permit will expire in 180 days after issuacne if no inspection is approved.
Fees:
Electrical permit fees are based on the size and quantities of the installation and are set by budget ordinance.

County Furlough Schedule
Fire Protection Permit
Purpose:
A Fire Protection Permit is required to install fire sprinklers, water mains for fire protection, fire hydrants, and fire alarms.
How To Apply:
Complete the Fire Protection Permit application and submit it to the Department of Fire and Public Safety, Fire Prevention Bureau.

The processing time is dependent on passed site inspection. Allow at least 48 hours.

Purpose:

Plumbing Permit
Purpose:
The purpose of obtaining a plumbing permit is to provide minimum requirements and standards for the protection of the public health, safety, and welfare. Plumbing permits are required for new and retrofit plumbing installations to allow the County to regulate the qualifications of installers, check the proposed plans and to inspect the plumbing/gas installations to ensure they are in compliance with the Uniform Plumbing Code (UPC) as amended and local municipal codes.
How To Apply:
Plumbing Permits are issued only to State of Hawaii Licensed Plumbing Contractors for work within the scope of their license classifications. The legal property owner is also required to sign the plumbing permit application (see Resources below).
Plumbing Permit Applications can also be obtained from the Plumbing Permit & Inspection Office.
Approving Agencies:
The Department of Public Works is authorized to issue a plumbing permit.
Processing Time:
Permit processing time can vary depending on the scope of the project. A plumbing permit application for a single family dwelling is typically processed within two weeks after the completed application is submitted. A plumbing permit application for a complex commercial project may take between 1 to 2 months to be approved.
Duration of Approval:
Every permit issued by the administrative authority under the provisions of the Maui County code shall expire by limitation and become void if the work authorized by the permit is not commenced within ninety (90) calendar days from the date of the permit issuance, or if the work authorized by the permit is suspended or abandoned for a period of ninety (90) calendar days at anytime after the work has commenced.
Fees:
Applicants for a plumbing permit shall be assessed a fee as set forth in the annual budget.

Subdivision Application
Purpose:
Any person desiring to subdivide or consolidate land shall submit plans and documents for approval.

Refer to the Subdivision Processing Guidelines, complete the Subdivision Applicationand submit it to the Development Services Administration, Subdivision office.

Processing Time:
From the date the preliminary map and supplemental materials are deemed complete and satisfactorily received, the County has 45 calendar days to issue preliminary subdivision approval. Final subdivision approval is granted upon completion of all requirements.
Fees:
Subdivision application filing fee of $250 plus $50 per development lot. Where subdivision improvements are required, Construction Plan review fee is $50 per lot. The filing fee check to be made payable to the “Director of Finance, County of Maui”.

Temporary Structure Permit
Purpose:
The purpose of this permit is to approve any temporary structure larger than 700 square feet in size.
How To Apply:
Complete the Permit To Erect Temporary Structure Application and submit it to theDepartment of Fire & Safety, Fire Prevention Bureau along with a site plan and details of the structure. A Building Permit is also required if the structure is up other than 6:00 a.m. to 6:00 p.m.
Approving Agencies:
The Department of Fire & Public Safety, Fire Prevention Bureau is authorized to approve this permit.
Processing Time:
At least one week.
Duration of Approval:
Dependent upon permit.
Fees:
Processing fee is 25.00.

Water Department Forms
Bill Payment
- Automatic Bill PaymentWhen signing up for Automatic Bill Payment service for your water and sewer bill, please fill out this form. Submit the completed form with a voided check or deposit slip to DWS Customer Service for processing.
Engineering
- Request to be placed on Upcountry priority listThis form is used for all water service requests in the upcountry service areas. As new sources of water become available, meters will be made available to requestors on the priority list in the order that the requests were received by the department.
- Low Flow Fixture Data FormThis form needs to be filled out and submitted to receive free showerheads, faucet aerators, and/or self-closing hose nozzles from DWS. Bring the completed form in to the Water Resources & Planning Division at the Hokama Building (10 Kinipopo Street in Wailuku) or at the CountyBuilding in Room 513 to receive your free fixtures!
- Water Meter Sizing WorksheetThis form is used to determine the size of water meter for residential projects. Certain building permit applicants are required to fill one out to ensure that their project will not exceed their meter capacity. Property owners should complete the form and return it to the Engineering Division.
- Temporary Meter ApplicationThis form is used to apply for temporary water service. The temporary water meters are primarily utilized to provide construction projects with water service on a one year basis. An approved reduced pressure backflow preventer is required to be installed and pass testing prior to using the temporary water service. Please return the completed form to the Engineering Division along with the applicable fees, consumption schedule, certificate of insurance and location map.
- Reservation of Available Service CapacityThis form is used to reserve a water meter. The purpose of this application is to allow the applicant to reserve rights to service capacity. Please return the completed form to the Engineering Division.
- Proposed Fixture Quantity WorksheetThis worksheet is intended for commercial tenant space improvements only, where the proposed work involves installation, removal, and/or replacement of water fixture(s) served by the Department of Water Supply. Only an engineer or architect licensed in the State of Hawaii may complete this worksheet. The original completed, signed, and stamped worksheet is required.
- Cost List With Affidavit(print only) This worksheet is intended for developers/owners when water system improvements are to be dedicated to the County of After the water system improvements have been constructed and have passed final inspection, the developer/owner shall submit a Cost List with the notarized Affidavit to the Engineering Division for review.
